Traffic Records Program Administrators 

The primary objective when investigating crashes is to obtain information that can be used to develop crash prevention and crash reduction programs.  The online Crash Reporting System (CRS) is designed to do just that: to assist PennDOT with the collection, timeliness, and accuracy of data. The Highway Safety Network (HSN) was awarded the “Traffic Records Program Administrators” (TRPA) project grant by PennDOT to plan, coordinate and implement all CRS law enforcement activities.

The project provides funding for Traffic Records Program Administrators known as (TRPAs), strategically placed throughout the Commonwealth. The regional TRPAs provide trainings, 24/7 technical support to ensure timeliness and accuracy of crash data electronically submitted to PennDOT by Law Enforcement Agencies (LEA’s).  Additionally, PennDOT has provided funding for the e-filing of citations and crash reports through TraCS software known as the “PA TraCS to Locals” (PA TTL) project. Trainings and 24/7 technical support are also provided by the TRPAs.

Meet the Team

Gordon Beck

Area 1

Gordon Beck serves as the Area# 1 Traffic Records Program Administrator at the Highway Safety Network. With 50 years of experience in Law Enforcement and Highway Safety, Gordon brings a wealth of expertise to his role. He started his career in 1972 at United States Marine Corps as a Military Police Officer later joining Newtown Township Police Department in1976. During his time with the Newtown Township, he became the department’s first Crash Reconstructionist, Police Emergency Vehicle Operation Instructor, and firearms instructor.

 

In his role as Traffic Records Program Administrator, Gordon is responsible for assisting PennDOT in managing the CRS System for all police department’s across the state as well as implementing and training departments with the TRACS System. He works closely with PennDOT, Pennsylvania State Police, and local Police Departments throughout his Region. Outside of work, Gordon enjoys walking, music and working with veterans groups, which reflects his commitment to staying active and helping others.

Bob Wagner

Area 2

Bob Wagner serves as the Traffic Records Program Administrator for Area 2 at the Highway Safety Network. With 32 years of experience in Law Enforcement, Bob brings a wealth of expertise to his role. He started his career in 1991 at the Pennsylvania State Police as a Trooper. During his 32 years with the Pennsylvania State Police, he has served in many key leadership roles where he led many key projects and initiatives, while working alongside his federal and local law enforcement partners.  

 

In his role as a Traffic Records Program Administrator, Bob is responsible for providing training and technical support for Area 2 municipal police departments in the Pennsylvania TraCS to Locals program, as well as providing technical support for the Penndot crash reporting system.  In addition, Bob is also responsible for tracking crash report submissions. Bob works closely with Penndot and Technology Enterprise Group (TEG) to ensure the successful outcome and support of the traffic records program. Outside of work, Bob enjoys spending time with his family, golfing, and volunteering in his community.

Rick Leymeister

Area 3

Rick Leymeister serves as the TraCS / Traffic Records Program Administrator (TRPA) for area 3 at the Highway Safety Network. With 33 years of experience in Law Enforcement and Highway Safety, Rick brings a wealth of expertise to his role. He started his career in 1978 at Orwigsburg Police department as a Patrol Officer, later joining the Hamburg Borough Police Department in 1979. During his time with the Hamburg Borough Police Department, he held the rank of corporal and was certified as an "Accident Reconstructionist".  Rick also taught DARE, supervised all Traffic Safety Grants and was a Crime Prevention Specialist in addition to Patrol duties. Rick also served time in the Pennsylvania Nation Guard as an Army aviator and held the rank of Warrant Officer 3.

 

In his role as TraCS / Traffic Records Program Administrator, Rick is responsible for Regional Traffic Records Program Administrators Project, as well as the Pennsylvania TraCS to Locals Project (PA TTL) . He works closely with Pennsylvania Dept of Transportation Bureau of Operations to ensure completeness, timely submission and error free crash reports. In addition, Rick works with Technolgy Enterprise Group (TEG) and the Pennsylvania State Police in ensure the successful roll out of "TraCS Software" to Law Enforcement Agencies within the PA TTL project.

 

Outside of work, Rick enjoys hunting, deep sea fishing, spending time with his grandchildren and time at the Outer Banks.

Mike Ragan

Area 4

Michael Ragan serves as the Regional Traffic Records Program Administrator Area 4 at the Highway Safety Network. With 30 years of experience in Law Enforcement/Highway Safety, Michael brings a wealth of expertise to his role. He started his career in1995 at West Mifflin Police Department as a Patrolman and retiring as a Patrol Lieutenant, where he handled the Crash Reporting System as well as scheduling and vehicle fleet.  

 

In his role as Regional Traffic Records Program Administrator, Michael works closely with Penn Dot and TEG and is responsible for providing training, 24/7 technical support to ensure timeliness and accuracy of crash data electronically submitted to PennDOT by Law Enforcement Agencies. He is also responsible for training and technical support for e-filing of citations and crash reports through TraCS.
