Edward Boothman

With 48 years of distinguished experience in law enforcement and highway safety, Edward has made significant contributions to public safety. He began his career with the Philadelphia Police Department, serving from 1973 to 1997 and retiring as a Lieutenant in the Highway Patrol. During his 24-year tenure, he led patrols on the city’s interstates and highways and pioneered the department’s DUI Enforcement Program. Under his leadership, Philadelphia became one of the first major U.S. cities to implement DUI Sobriety Checkpoints. His exemplary service earned him 10 departmental commendations and a prestigious NHTSA Highway Safety Award.

Since 2001, Edward has served as the Region 1 Law Enforcement Liaison for the Highway Safety Network, a role he has held for 24 years. He played a key role in shaping the responsibilities of Law Enforcement Liaisons for PennDOT’s Occupant Protection and Aggressive Driving Enforcement and Education Programs. Edward assists with the coordination of PennDOT’s Police Traffic Service Grants, collaborating with 12 Task Forces across 125 police agencies in Region 1. He also partners closely with Region 1 Highway Safety Partners to work toward the goal of zero traffic fatalities. His dedication was recognized with the PennDOT Distinguished Service Award.

Outside of his professional achievements, Edward enjoys spending time with his family, relaxing at the Jersey Shore, and cheering on the Phillies.
