Jeff Bowman
Jeff Bowman serves as the Region 2 Law Enforcement Liaison for the Highway Safety Network, bringing 28 years of experience as a police officer and 9 years in his current role. His extensive expertise strengthens highway safety initiatives across the region.
Jeff began his career in 1987 as a seasonal police officer with the Ocean City, Maryland, Police Department after graduating from the Indiana University of Pennsylvania Regional Police Academy. Following the 1987 season, he joined the Hegins Township Police Department in Schuylkill County as a full-time police officer. There, he honed his skills in DUI enforcement, completing standardized field sobriety training during its early adoption nationwide.
In 1990, Jeff transitioned to the Tobyhanna Township Police Department in Monroe County, where he excelled in DUI enforcement. In 1993, he was recognized by the state chapter of MADD for leading Monroe County police departments in DUI arrests. In 1994, Tobyhanna Township merged with Mount Pocono Borough to form the Pocono Mountain Regional Police Department. Over the next decade, Jeff served as a detective and evidence technician, earning the Monroe County Police Officer of the Year award in 1999. That same year, he completed FBI Hostage Negotiators Training and joined the department’s Crisis Negotiations Team. Promoted to sergeant in 2000, Jeff supervised criminal investigations until 2005. He then returned to the patrol division, serving as shift sergeant, Field Training Officer supervisor, Crisis Negotiator Team Leader, and department contact for the Buckle Up PA and PA Aggressive Driving Enforcement and Education Program until his retirement in 2015.
As the Region 2 Law Enforcement Liaison, Jeff promotes and enhances state and national highway safety programs, initiatives, and campaigns. His responsibilities include planning, organizing, networking, recruiting, implementing, reporting, and evaluating law enforcement’s role in traffic safety projects. He collaborates with five Police Traffic Services Grant projects awarded by PennDOT in Region 2, as well as the Community Traffic Safety Projects; The Center for Traffic Safety, and South-Central Highway Safety. These efforts focus on awareness, enforcement, media outreach, and education to reduce serious crashes and save lives.
Outside of work, Jeff enjoys spending time with his family, attending sprint car races and motorcycling. Jeff is a Trustee of the Blue Knights Law Enforcement Motorcycle Club Chapter V in Harrisburg which promotes camaraderie among active & retired members of Law Enforcement, Advocate for Motorcycle safety and supporting charitable causes which reflects his commitment to public service.
