Director of Administrative Services and Chief Financial Officer
Ann Marie Dillman
Ann Marie Dillman serves as the Director of Administrative Services and Chief Financial Officer at the Highway Safety Network. With 20 years of experience with the Highway Safety Network, Ann Marie brings substantial knowledge to her role in overseeing the financial needs of the organization. She started her career in 2005 with HSN as an Administrative Assistant to the CTSP and PTS grants, later moving into her current position.
Outside of work, Ann Marie also serves as the Treasurer of her church. She lives a very private life enjoying her quiet time at home with her family and fur babies.

Administrative Assistant for the Traffic Records Program Administrators, D1, D2, D3, D5 and D12 Community Traffic Safety Projects
Jane Phillips
Jane Phillips currently serves as the Administrative Assistant for the CTSP District 1, 2, 3, 5,12 grants and the Traffic Records Program grant. She also serves the Highway Safety Network as the Executive Secretary for the Board of Directors. Jane has been with HSN for 10 years. She started her career with HSN in 2015 as the Administrative Assistant under the Buckle Up PA grant and in 2020 under the Law Enforcement Liaison grant. In 2021 Jane assumed her current role and was recommended to the Board of Directors to fill the role as the Executive Secretary.
Jane has over 40 years in the administrative / secretarial field with an accounting background. In her current position Jane is responsible for reimbursement submission and quarterly status reports to PennDOT along with various secretarial duties for the six grants. Jane works closely with our CFO Ann Marie Dillman on the financial side of HSN and with the six grant coordinators to achieve the grant goals.
Outside of work Jane enjoys spending her time with her family and her puppy Yona.

Administrative Assistant for the Law Enforcement Liaison and Northumberland Police Traffic Services Projects
Heather Claman
Heather Claman serves as the Administrative Assistant for our Law Enforcement Liaison Program and the Police Traffic Services Project. Heather has been with Highway Safety Network for 3 years and is committed to assisting the LEL’s and PTS Coordinator as well as Law Enforcement Agencies across Pennsylvania.
Heather brings over 13 years of Municipal Government experience, including her role as a Township Police Secretary. Heather is responsible for processing information requested by PennDOT to all LEL’s and participating PTS police agencies. She works closely with the LEL & PTS Coordinators to help our projects operate efficiently.
