District 2
The District 2-0 Community Traffic Safety Project (CTSP) is a federally funded grant program through the PA Department of Transportation with the County of Centre and the Highway Safety Network. The project goal is to raise public awareness about highway safety issues in the PennDOT District 2-0 counties of Cameron, Centre, Clearfield, Clinton, Elk, McKean, Mifflin, Juniata, and Potter through education, targeted enforcement campaigns and judicial support.
Community Traffic Safety Projects share three major areas of concern or Safety Focus Areas: Aggressive Driving, Unbelted Occupants, and Alcohol Related Fatalities. Other common topics include distracted driving, heavy trucks, older drivers, and younger drivers.
This project serves as a point of contact and an advocate within your community. The coordinator provides support to reduce the number of traffic related crashes, injuries, and deaths. Additionally, the coordinator is available to assist with technical and program development, training, coordination of media contacts, and the acquisition of materials and equipment. Any of these issues can be focused directly on your community’s traffic safety needs.

Josh Woods
CTSP Coordinator
Josh Woods serves as Community Traffic Safety Project Coordinator in PennDOT Region 5, District 2-0 at the Highway Safety Network. With six years of experience in highway safety, Josh brings a wealth of expertise to his role. He started his career in 2007 as a news and court reporter with The Progress newspaper in Clearfield, PA where he saw first-hand the consequences and devastation of various traffic crashes. Prior to joining HSN, Josh served as a District Executive and Senior District Executive with Juniata Valley Council, Boy Scouts of America.
During his time at HSN, Josh has led a number of key projects and developed innovative strategies, including the development of the country's first traffic safety-themed geocaching trail. The trail, which is based in Clearfield County, was named PennDOT's Traffic Safety Project of the Year in 2022. He continues to coordinate numerous safety projects in collaboration with Think Fast Interactive, Virginia Tech Transporation Institute, State Farm, Kenton Iwaniec Foundation, Safe Kids, Parents as Teachers, PA DUI Association, Traffic Injury Prevention Project, Geisinger Healthcare, Penn Highlands Healthcare and others bringing quality highway safety education to his district. He is a certified car seat and Car Fit technician.
In his role as CTSP, Josh serves as a point of contact and traffic safety advocate within the PennDOT District 2-0 communities he serves. He provides support to meet the project's goals of reducing the number of traffic related crashes, injuries, and deaths. Josh is available to assist with educational programming, community outreach, training, coordination of media contacts, and the acquisition of safety materials and equipment. Any of these issues can be focused directly on a community’s traffic safety needs.
Outside of work he enjoys coaching baseball, playing softball, hiking, traveling and volunteering, all of which reflect his commitment to staying active and giving back to his community. Josh currently serves as Minor League President for Philipsburg-Osceola Little League. He is a member of the Gearhartville Free Methodist Church where he serves as youth leader, Keystone Conference Delegate, and member of its Board of Administration.
