Community Traffic Safety Project - District 3

The District 3-0 Community Traffic Safety Project (CTSP) is a federally funded grant program through the PA Department of Transportation with the County of Northumberland and the Highway Safety Network. The project goal is to raise public awareness about highway safety issues in the PennDOT District 3-0 counties of Bradford, Columbia, Lycoming, Montour, Northumberland, Snyder, Sullivan, Tioga, and Union through education, targeted enforcement campaigns and judicial support.

Some of the educational programs that are available include programs in the areas of Occupant Protection, Pedestrian Safety, Bicycle Safety, Mature Driving, Aggressive Driving, Distracted Driving, Winter Driving, Impaired Driving, and Teen Driving Safety. The District 3 CTSP Coordinator can create programs specific to the needs of the organization/population that they serving.

A community driven approach is utilized to reduce injuries and fatalities related to crashes. This is achieved through collaboration with schools, senior centers, media outlets, police departments and many other community organizations.

Marc Yemzow
CTSP Coordinator

Marc Yemzow serves as the Community Traffic Safety Project Coordinator for PennDOT District 3 at the Highway Safety Network. With nearly 25 years of experience in law enforcement and highway safety, Marc brings a wealth of expertise to his role.

​

He graduated from Northwest Area High School in 1989, earned an Associate Degree in Criminal Justice from Luzerne County Community College in 1991, and graduated from the Lackawanna Junior College Police Academy (ACT 120) in 1992.

​

Marc began his law enforcement career in 1992 as a part-time Patrolman with the Newport Township Police Department in Luzerne County. Shortly afterward, he was also hired as a part-time Patrolman with the Scott Township Police Department in Columbia County, where he worked both positions until 1995. That year, he entered the Pennsylvania State Police Academy. He served as a Pennsylvania State Trooper until his honorable discharge upon retirement in March 2015.

During his time with the Pennsylvania State Police at Troop F in Stonington (Northumberland County), Marc worked in the Patrol Unit. He served as a Field Training Officer (FTO) and was a certified Federal Motor Carrier Vehicle Inspector. Throughout his career with various police departments, he investigated numerous traffic accidents, made many DUI and criminal arrests, and worked diligently to maintain public and highway safety.

In his current role as Community Traffic Safety Project Coordinator, Marc is responsible for providing education and information to residents and students throughout PennDOT District 3 on topics including aggressive driving, distracted driving, impaired driving, seatbelt use, child passenger safety, bicycle safety, motorcycle safety, pedestrian safety, work zone safety, commercial motor vehicle safety, teen driver safety, and mature driver safety. He also assists other officials and agencies in promoting these same safety goals.

Marc works closely with the PennDOT Safety Press Officer, the Geisinger Trauma Coordinator, the Pennsylvania State Police, and municipal police departments, along with other partner agencies, to achieve these objectives.

Outside of work, Marc enjoys spending time with his family, hunting, and fishing—activities that reflect his commitment to staying active in the outdoors.
