Northumberland County Regional Police Traffic Services (PTS) Project

The Northumberland County Regional Police Traffic Services (PTS) Project provides coordination and funding for municipal police enforcement in Berks, Carbon, Clinton, Columbia, Monroe, Montour, Northumberland, Pike, Schuylkill, Snyder, Susquehanna, Union, Wayne and Wyoming Counties. The PTS Project aims at addressing the largest contributing factors resulting in a traffic-related fatality.

These factors include impaired driving, seat belt usage, aggressive driving/speeding, and pedestrian safety. Specially trained law enforcement supervisors in each county plan, coordinate and supervise enforcement operations. A regional coordinator manages and supervises the overall program.

PennDOT provides funding to municipal police departments which are selected through crash data for traffic enforcement operations. Police departments are encouraged to participate in traffic safety enforcement campaigns that occur throughout the year.

David Everly
NORTHUMBERLAND CO PTS COORDINATOR

David R. Everly serves as the Northumberland Area Police Traffic Services Coordinator at the Highway Safety Network. With 48 years of experience in Law Enforcement/Highway Safety, David brings a wealth of expertise to his role. He started his career in 1977 at Mechanicsville Borough Police Department as a Patrolman, then becoming Chief of Police, later joining the High Safety Network in 2004. During his time with the Mechanicsville Police Department, he became a crash reconstructionist and continued specialized training in commercial vehicle, motorcycle, pedestrian and other reconstruction specialties. Certified Weigh Master for truck weighing. He is also a certified Pennsylvania state inspection mechanic for all vehicles and is a police firearms instructor. He was very involved in impaired driving enforcement and traffic enforcement including seat belt enforcement. In 1994 he was the recipient of the Governors Highway Safety Award for DUI Enforcement and the 1994 Schuylkill County Commissioners Award for his contribution to DUI Enforcement.

 

In his role as Police Traffic Services coordinator, David is responsible for managing municipal police impaired driving, aggressive driving and occupant protection enforcement in 14 counties, Berks, Carbon, Clinton, Columbia, Monroe, Montour, Northumberland, Pike, Schuylkill, Snyder, Susquehanna, Union, Wayne and Wyoming as well as coordinating police officer trainings in areas of traffic safety. He works closely with PennDOT, District Attorneys and the PA DUI Association to reduce traffic crashes, outside of work, David enjoys hunting, fishing, traveling and working on home projects. He is past president and currently financial secretary of the Schuylkill-Carbon Fraternal order of Police Lodge 13 and secretary of the Schuylkill County chief of police association.
