Community Traffic Safety Project - District 5

District 5

The District 5-0 Community Traffic Safety Project (CTSP) is a federally funded grant program through the PA Department of Transportation with the County of Carbon and the Highway Safety Network. The project goal is to raise public awareness about highway safety issues in the PennDOT District 5-0 counties of Berks, Carbon, Lehigh, Monroe, and Schuylkill through education, targeted enforcement campaigns and judicial support.

This grant is comprised of 3 full-time coordinators. The grant area is very diverse. The area includes the 3rd and 5th most populated cities in Pennsylvania with Allentown and Reading. It also includes very rural and less populated areas. This diversity does make an impact on the Safety Focus Areas. The top three focus areas in the district are Seat Belt Usage, Impaired Driving and Older Driver. Highly populated areas have Pedestrian Safety as another targeted Safety Focus Area. Some of the other topics include but are not limited to Aggressive Driving, Commercial Motor Vehicle, Distracted Driving, and Teen Drivers.

The Community Traffic Safety Project Coordinators are resources within their communities promoting traffic safety. They work closely with media outlets, law enforcement and government agencies, educational institutions, and community groups. The shared goal we are all working toward is Zero; Zero traffic crashes and Zero traffic fatalities. Spreading the message of the importance of safety when traveling in Pennsylvania is what will help us get to Zero. If you have a specific traffic safety need, we have an accompanying message that we would love to promote. We are available for presentations, program development, trainings, materials, media coordination and more.

CTSP Coordinator

Kelly Gerencher

Kelly Gerencher serves as one of the District 5-0 Community Traffic Safety Project Coordinators at the Highway Safety Network. Kelly brings a wealth of expertise to her role. She started her career with a non-profit Drug, Alcohol & Life Skills agency where she was a 20-year Life Skills Facilitator later joining The Highway Safety Network in 2023. Kelly specialized in providing education and prevention skills for many students. She also created curriculum to provide life skills for students ranging from K-12. Kelly has won multiple community service awards for her work in prevention. 

 

In her role as Community Traffic Safety Project Coordinator for the Highway Safety Network, Kelly is responsible for raising awareness for traffic safety through the use of education and prevention.  She works closely with Law Enforcement, Senior Citizens, schools, community-based organizations and other agencies to provide creative and effective educational highway safety programs. Outside of work, Kelly enjoys spending quality time with her husband and two children. They enjoy attending music concerts, sporting events and donating their time to helping family and friends when in need.

CTSP Coordinator

Sarah Mills

Sarah Mills serves as a Community Traffic Safety Project Coordinator. Through education, she’s dedicated to driving positive changes in Traffic Safety, understanding its direct impact on creating safer streets and significantly reducing traffic crashes, injuries, and fatalities. She designs and delivers traffic safety programs to empower students, senior citizens, and all community members to make safer choices and adopt healthier road behaviors.

 

Her commitment to community well-being started as a Violence Prevention Coordinator at LVHN, where she developed and implemented educational programs focused on risk mitigation and patient safety. This foundational experience in preventing harm and empowering individuals directly informs her role as an educator for the Highway Safety Network. She continues to champion preventive measures, equipping community members with the awareness and skills to navigate roads safely and avoid preventable tragedies. 

 

Outside of work, Sarah embraces a vibrant lifestyle. She finds joy in painting, hiking, kayaking, motorcycle riding, and traveling. Her commitment to community is further evident through her dedicated volunteer work at her church.
