The Region 4 coverage area includes the counties of Bradford, Columbia, Lackawanna, Luzerne, Lycoming, Montour, Northumberland, Pike, Snyder, Sullivan, Susquehanna, Tioga, Union, Wayne and Wyoming.
John Morgan
John Morgan serves as the Region 4 Law Enforcement Liaison at the Highway Safety Network. With 50 years’ experience in Law Enforcement and Highway Safety, John brings a wealth of experience to his role. He worked for the Frackville Police Department starting as a part time Officer in 1976 and then full time In 1983. John was promoted to Chief in 1992. He retired from Frackville in 2008.
He continues to have a MPOETC certification with the Tamaqua Police department. In January of 1999 he started working with the Highway Safety Network as a part time DUI Checkpoint Coordinator. In 2009 He was hired by Highway Safety as a Crash Records LEL and transferred to a Law Enforcement Liaison project in 2011.
In his role as a Law Enforcement Liaison, John is responsible for overseeing 5 PTS Grants covering 15 counties in Northeastern Pennsylvania. He works with Police Departments with Aggressive Driving, Occupant Protection and Pedestrian Enforcement grants, as well as conducting training classes for the police.
Outside work John enjoys classic cars, hiking, and staying active in the community.
