Community Traffic Safety Project - District 1
District 1
The District 1-0 Community Traffic Safety Project (CTSP) is a federally funded grant program through the PA Department of Transportation with the County of Erie and the Highway Safety Network. The project goal is to raise public awareness about highway safety issues in the PennDOT District 1-0 counties of Crawford, Erie, Forest, Mercer, Venango and Warren through education, targeted enforcement campaigns and judicial support.
Community Traffic Safety Projects share three major areas of concern or Safety Focus Areas: Aggressive Driving, Unbelted Occupants, and Alcohol Related Fatalities. Other common topics include distracted driving, heavy trucks, older drivers, and younger drivers.
This project serves as a point of contact and an advocate within your community. The coordinator provides support to reduce the number of traffic related crashes, injuries, and deaths. Additionally, the coordinator is available to assist with technical and program development, training, coordination of media contacts, and the acquisition of materials and equipment. Any of these issues can be focused directly on your community’s traffic safety needs.

Mike Tautin
CTSP Coordinator
Michael Tautin serves as the Community Traffic Safety Project Coordinator for District 1-0. With 25 years of experience in law enforcement, Michael brings a wealth of expertise to his role. He started his career in 1999 at the Crawford County Juvenile Probation Department as a line probation officer before transferring into the position of school-based probation officer, later joining the Meadville City Police Department in 2000. During his time with the Meadville City Police Department, he served as a patrolman for six years before transitioning to a school resource officer. In 2013 he was promoted to the position of Assistant Chief and then promoted to Chief of Police in 2017. Michael retired from the position of Chief in 2023 but stayed with the department in a part-time capacity until December of 2024.
In his role as Community Traffic Safety Project Coordinator for District 1-0, Michael is responsible for public education in various areas of traffic safety, as well as disseminating information to various groups and agencies. He works closely with PennDOT and community groups to further the goal of reducing Pennsylvania traffic related deaths to zero.
Outside of work, Michael likes outdoorsman activities such as hunting and fishing. In addition, he also enjoys coaching gymnastics for the YMCA, which reflects his commitment to a healthy lifestyle as well as giving back to his local community by teaching and mentoring young people.
