District 12
The District 12-0 Community Traffic Safety Project (CTSP) is a federally funded grant program through the PA Department of Transportation with the County of Washington and the Highway Safety Network. The project goal is to raise public awareness about highway safety issues in the PennDOT District 12-0 counties of Fayette, Greene, Washington, and Westmoreland through education, targeted enforcement campaigns and judicial support.
The District 12-0 Community Traffic Safety Project develops and implements comprehensive community traffic safety programs intended to reduce the number of traffic crashes, injuries, and deaths on our roadways. Staff is available to assist with technical and program development, training and coordination of media contacts.

The project staff are well qualified to address any traffic safety related topics. We provide technical support to local governments, school districts, police departments, health care providers, volunteer and civic organizations, and other professional groups.

Jaci Brice
CTSP Coordinator
Jaci Brice serves as the Community Traffic Safety Project Coordinator for District 12 at the Highway Safety Network. Since beginning her career in 2022, she has led impactful traffic safety initiatives focused on education, outreach, and strong community collaboration. Through partnerships with local law enforcement, schools, first responders, and community organizations, Jaci works to promote safe driving behaviors, reduce crashes, and protect all roadway users across the region.
Prior to joining the Highway Safety Network, Jaci gained valuable experience working with AAA, where she developed a deeper understanding of driver education, roadside safety, and member services. Her time with AAA strengthened her passion for traffic safety and reinforced the importance of proactive education and public awareness. Growing up in a first responder family, Jaci developed a personal appreciation for the critical role roadway safety plays in protecting lives. Witnessing firsthand the impact crashes have on families and communities instilled in her a strong sense of responsibility and public service. That background fuels her commitment to building programs that not only inform but truly make a difference.
When she is not working in the community, you can find Jaci at the racetrack, spending quality time with her fiancé Cody, snuggling her daughter Callie, or hanging out with their dog, Stagger. Whether at work or at home, she brings passion, heart, and purpose to everything she does.
